Premiere Elements 12 on old computer, go to Expert workspace, Help Menu/Sign Out (that deactivates the program). Close out of there.
Then, uninstall (usual Control Panel/Programs route)
Then, free ccleaner run through (regular cleaner and registry cleaner) to get rid of leftovers from incomplete uninstalls and reinstalls.

Then, on new computer, with antivirus and firewalls disabled, install Premiere Elements 12 from your purchased online download or from a purchased installation disc. Once that is done, install the 12.1 Update via Expert workspace Help Menu/Update. Camera Raw Update should also be available at that time (as a reference latest Camera Raw is 8.5). Camera Raw allows you to import raw file format and dng as source media into a Premiere Elements project. Camera Raw dialog needs Photoshop Elements installed.
