The gesture isn't easy to use and it is only available to cutout and selection in the content-aware fill so we actually disabled it in our 1.0.1 update. We are reworking it in our future release.

If you really want to try, hold your two fingers down on the screen and quickly swipe left or right. Holding fingers down too long will turn the gesture into pan. Hope this helps.
