Sounds like you're using Dynamic Link? Don't. From Premiere, export using Media Encoder. Use the "MPEG-2 DVD" format and an appropriate preset, such as "NTSC widescreen" or whatever suits your needs. This will create two files, .wav audio and .m2v video. Import both Assets in Encore and author.
The one thing you need to do in AME is specify the bitrate at which to encode the MPEG-2 file. Rule of thumb is 560/minutes = bitrate, not to exceed 8 though for short projects. Some folks like to use 7 as a max to play it safe with older DVD players.
