On my system, if I press Alt, then the space bar it does ding, BUT... The Hand cursor appears and I can then drag the image around on the screen with the panning tool.
I think maybe it's different on different systems.
For what it's worth, I'm running Windows 8.1, but I have never seen it act differently that what I just described here, even back when I was running Windows 7.
I honestly don't know what to tell you to do to try to get your system to work like mine.
