ok. Let's do a work-around
Go to File>new>blank file. Enter the width & height for the cover. For resolution enter the same value as that of the picture. Background: White, or anything that you want. OK
Note: You can ascertain the resolution of the picture via Image menu>resize>image size. It will be listed in px/in.
Open your picture file, go to Select menu>all, then Edit menu>copy
Go back to the blank file, then Edit menu>paste
Get the move tool out of the toolbox, and position your picture. If necessary, resize the picture with corner handles of the bounding box.
Next, get the type tool. The text will be on its own layer.
