You replaced the old camera raw in
C:\Program Files (x86)\Common Files\Adobe\Plug-Ins\Elements 8\File Formats
From the download you used the 32 bit version and not the one in the folder named win64 of the 6.2 camera raw plugin?
In the photoshop elements 8 editor under Help>About Plug-in is there more than one Camera Raw listed?
