this already works. Indeed the problem was the driver of the tablet.
before, I had reinstalled the wacom driver, preferences and flash but it not working before, but after several attempts, following indications of support Wacom I had to delete some system files and reinstall the latest version of the tablet and at last it worked.
What I do not understand is why my tablet never had problems with other software with the old driver worked fine with all other software adobe (photoshop, illustrator, etc.) and only gave problems with flash. But hey, it does not matter because I was able to fix it.
